The main requirement for energy auditors is the existence of a qualification certificate

According to Art. 9 of the Law of Ukraine “On Energy Efficiency of Buildings”, energy auditors, who intend to carry out activities on certification of energy efficiency of buildings and examination of engineering systems, must pass professional certification.

The main requirement for energy auditors is the existence of a qualification certificate. This is the rule that proves that the specialist has the necessary expertise to examination and sufficient information to perform calculations.

Procedure of professional certification   determines   The procedure for conducting professional certification of persons who intend to carry out activities on certification of energy efficiency and inspection of engineering systems.

If the candidate has a relevant higher education 1 and work experience of at least three years in the relevant field, then he sends the application (in accordance with Annex 1 to the Procedure) and a package of documents (copies of the passport, IDN, documents of higher education, employment record, etc.) to the certification committee, after what the exam takes place.

In the case where the education of the candidate does not meet the requirements, he can undergo retraining, after which – to submit documents for passing the exam.

Exam   consists of written test and situational tasks. The minimum number of correct answers should be   not less than 70%. After that the candidate gets a qualification certificate.

The term from filing documents until the decision on issuing a qualification certificate is no more than one month.

Professional certification is carried out on a fee basis by a certification committee, a higher education institution 2 or an SRO 3 .

All information on conducting professional certification, the provisions of the attestation commission, information about its members (must be at least 5 persons), as well as the results of the examinations are published on the official website of the institution of higher education (or SRO), which created a certification committee.

The validity period of the certificate is 5 years , after which the energy auditor will have to prove his level of knowledge again.

In case the specialist did not pass the exam, he may again apply for certification not earlier than in 6 months.

In accordance with the Procedure for the exchange of information between central executive authorities, attestation commissions in the process of independent monitoring, professional certification and database maintenance of certificates, specialists and reports, all certified specialists are entered into an open database, which is placed on the website of State Agency on Energy efficiency and Energy saving of Ukraine, where each client can choose an energy auditor and view his professional profile.

A specialist who wants to get an energy audit certificate has the right to choose that institution for testing, which is authoritative for him. Preparation for examinations will also take place at the choice of the candidate – either on their own or at courses at higher education institutions, SROs or professional associations.

1   Relevant higher education – a set of systematic knowledge and practical skills, professional skills and other competencies acquired in institutions of higher education in the fields of energy, electricity, electrical, electrical, power engineering, energy management, heating, gas supply, ventilation, thermal physics, construction, architecture and civil engineering, certification of energy efficiency of buildings, inspection of engineering systems of buildings.

2   Higher education institutions   – establishments of higher education, which carry out training of specialists with higher education not lower than the second (master’s) level (for those who intend to carry out certification of energy efficiency of buildings) and not lower than the first (bachelor) level (for those who intend to conduct higher education examination of engineering systems of buildings) in the fields of knowledge “Architecture and Construction”, “Electrical Engineering”, “Mechanical Engineering”, “Automation and Instrumentation”, “Management and Administration”.

3   SRO    self-regulatory organizations in the field of energy efficiency – voluntary non-profit associations of individuals and / or legal entities in the field of economic or professional activity in the field of energy efficiency, which carry out powers to regulate activities in the field of energy efficiency.
